Control: severity 768189 grave I'm bumping the severity to 'grave' since this new behavior seemed to shock a few users ;). Also, because I just fixed it with a debconf question.
As for expectations, Debian runs more than just daemons automatically. You can see some other examples of things that run automatically in /etc/network/if-*.d. For example, 'wireless-tools', 'bridge-utils', etc.
