I also hit this issue on none official environment, without network access. It built fine after adding `docbook' as build dependency as Daniel suggested. I agree. I also tried to reproduce this several times, using pbuilder, sbuild with a Debian Sid and Tanglu Bartholomea chroot, and it never FTBFS due to a missing docbook. Daniel, can you maybe provide more information about this? Reducing severity to important, since I doubt this bug is RC (the Debian builders also seem to be able to build it). FWIW, I built 3.14.0-1 in a jessie and sid chroot (amd64 cowbuilder), and in both cases docbook gets installed and the builds succeed.
