Yes this was the basic reason why upgrade was not sufficientand the
reason why I tried  dist-upgrade. BUT the problem is elsewhere:
dist-upgrade did not find a correct upgrade path without removing only
the libical1 and replace it by libaical1a while installing a single
package did find this path.

And both commands were run using the same package file (no other update
between the two commands as per traces.

I presume you were in the middle of the ical transition:
https://release.debian.org/transitions/html/ical.html
Also, #774924 could very well be the cause for this. but hard to say.

Have a look at the /var/backups/ directory, the dpkg.status file from
before the upgrade would be interesting to reproduce this and confirm
my suspicions (or not).

Usual disclaimer: the dpkg status file contains information about all
packages you have installed on your system and in which version. If you
don't want/can't make this information public, you can also sent it to
me privately.
