Tox crashes out with: pkg_resources.DistributionNotFound: tox==1.8.0 unless
python3-setuptools >= 5.5.1-1 is installed.

Version: 1.8.0-1

The python-tox package which was recently switched to be installed in Python
3.x regresses a bit in usability. Right now any project that uses setuptools in
it's setup.py cannot be tested using python-tox unless the person goes out of
their way to install python3-setuptools beforehand.

This isn't a strict dependency so Recommends might be more accurate, but most
uses of tox will require it to be installed.
