No, it actually doesn't, it just looks like it does :-)  Notice how

Hi Mattia,

Uwe is correct that the tracker links to a broken URL (without .html). Not on 
the main
package page, but from the action-item.

Example that currently works:
On
  https://tracker.debian.org/pkg/tex4ht
a link goes to
  https://reproducible.debian.net/rb-pkg/tex4ht.html
... correct, but not optimal, as is the main thrust of this bug. Clicking on 
the question
mark takes you to
  https://tracker.debian.org/action-items/223917
where "identified" links to the broken
  https://reproducible.debian.net/rb-pkg/tex4ht

The tracker does not provide that link.
Instead it provides https://reproducible.debian.net/rb-pkg/rt-tests.html which
is correctly redirected (since I made a point of not breaking urls around).

found a similar issue for rt-tests. The link provided
(https://reproducible.debian.net/rb-pkg/rt-tests) even results in a 404
for me.

So now there seems to be a still better reason to update the link ;-)
