in case of apt this sounds OK. But consider someone uses a package
manager like aptitude or synaptic - they might be used for multiple
uprades/installs over a very long time.

Maybe apt-get should be blacklisted.

Running needrestart after an upgrade which included a new apt version triggers
an email with the following content:
