This was triggered by the Optimized Inner Loops Runtime Compiler creating and executing JIT files. I've patched upstream to ignore those JIT files. The fix will be part of needrestart 2.1. To ignore xfce4-(panel|volumed) you could add them to $nrconf{blacklist} until a fixed version has reached sid.
