The discussion upstream concluded that SWIG shouldn't be expected to
accept arbitrary CPPFLAGS. You (Torsten) concurred and closed the
PR.
So I think this Debian bug should also be closed.
Presumably the two affected packages were fixed long ago now -
tracker.d.o shows that both subversion and unbound have different
versions in stable and testing so they clearly can't FTBFS still.
