There were actually two different problems:
1) the initial issue with 3.16: no interest from upstream, too old 
=> use a newer kernel;
2) new kernel (and even 3.16 now with recent security updates) 
hangs before the graphic context is restored (black screen).


This second issue is what I reported upstream in:

But it's actually not related to the Intel X driver nor graphic kernel 
support. The patches in this kernel.org bug fix the issue for me:

The problem is related to page table handling on resume for amd64.

Without patch, on 15 hangs my laptop locked up on average after ~2 
suspend/resume cycles, with a maximum of 4 successful resumes before 
locking up. I tried the first patch 9172981 on an Intel DRM 4.7.0-rc4 
kernel and did 43 successful resumes, no hang (and closed the upstream 
FDO bug).


Then I applied the following newer patches to a Jessie Debian backport 
4.6 kernel (applied cleanly):

I'm at 11 successful resume in a row, no other issue seen. Plus the 
previous test, it looks good.


The patch 9208541 is in state "Awaiting Upstream".

This resume issue seems common on Broadwell Thinkpads (X1 3rd gen, X250, 
T450). So it seems useful to track this patch to make sure it's 
backported to Jessie (at least on a 4.6+ backport, not sure it's 
practical for 3.16). What is the recommended next step:
   1) reassign this bugs to linux kernel, with updated title "hang on 
resume from hibernate"?

   2) close this bug, open a new one?

I jumped to conclusion too quickly there. As indicated in the FDO how-to 
to submit bugs, when I tested the nightly Intel DRM kernel I had extra 
DRM logs enabled (drm.debug=0x1e), which was not the case when I tried 
Debian kernels 4.0.8 and 4.1.3. It turns out that the extra logs hide 
the issue. Without extra DRM logs, the Intel nightly kernel shows the 
same issue that the 4.X Debian kernels.
So the problem still exists upstream, and tracked by a new bug #91585 at 
FDO:

The bug was submitted on the backported Intel X driver as it's the 
change that triggered the suspend issue, but it now looks like a kernel 
bug.

The issue looks fixed in Intel DRM nightly kernel, see on FDO for details:

The bug is still present in Debian unstable kernel 4.1.3-1 though.

I'll try to narrow down when the fix landed as time allows.

When I went to report upstream as indicated I noticed the bug was 
already reported and closed as fixed upstream (no details):

I went looking for more info on the upstream fix and found this other bug:
https://bugs.freedesktop.org/show_bug.cgi?id=89915

The comment #7 there indicates a fix upstream in kernel 4.0.7. So I 
tried the Debian kernel 4.0.8-2 from testing (again, but this time 
without updating DRM+Mesa so still from Jessie). It hangs much less 
often but when it does the PC is locked solid.


I updated the FDO bug 90342 and asked for clarification on the fix. 
Either it's not the reference I found or the fix is only partial.


The FDO bug 89915 comment 2 suggested as a work-around using the kernel 
option 'i915.enable_execlists=0'. I tried it before testing kernel 4.0.8 
so on the stock Jessie 3.16 kernel and on two tests one was ok, and in 
the other the GPU hanged but recovered. I will make more tests, this may 
be a better option for now.

Will also try kernel 4.1 now in unstable.
