Hello,
I know how it is, when it's working for me.
I prepared short screencast, that shows how it occurs.

I created even new user account, the same. Again, it works great in
Gnome. Nothing in logs.
Format->Cells->Borders works fine.
I think, the problem is between i3-wm and Libreoffice.
Tell me, if you need any further details.

Ah.

Fullscreen or at least an own workspace. I get the dropdown also
when I have it on an own workspace (on my first attempt with Alt-Enter,
lowriter in the terminal I didn't get it in the LO "on the right")

And yes, I can confirm the crash.

Now the question is whether it also does on unstable...
(Probably yes...)

The same libreoffice used by the same user on the same machine works fine,
when used in Gnome3. When used in i3-wm, after opening new spreadsheet:

1. select any cell,
2. click `border style` icon in menu,
3. from the list select any border style (solid line for example).

Libreoffice will be closed immediately. Recovery will be possible
after relaunch.
