broken:

2.3.12-version:
$ netmask "104.0.0.0:+-1"
103.255.255.255/32
      104.0.0.0/32

2.4.2-1:
$ netmask "104.0.0.0:+-1"
netmask: parse error "104.0.0.0:+-1"

all other inputs with + are also broken.
