Hi, I have been looking at this issue. The current versions of these
data files are now covered by a different license, which I suspect is
non-free as it does not expressly allow modification:

#       Unicode, Inc. hereby grants the right to freely use the information
#       supplied in this file in the creation of products supporting the
#       Unicode Standard, and to make copies of this file in any form for
#       internal or external distribution as long as this notice remains
#       attached.
#

There is also a blanket statement with a really free license that seems
supposed to cover these files: http://unicode.org/copyright.html#Exhibit1

I have mailed them asking for clarification. Hopefully, this is a
mistake and they actually intend to distribute these data files under a
free license.
