Yeah, there are just too many bugs open in the linux package, and the
BTS is hitting its time limit for the request and failing with a ISE.

The eventual switch to the database should really fix this, but in the
meantime I'll see if there's anything that I can do to make it work
temporarily.

These failures were happening because the BTS was hitting the CGI run
timeout, not because of a specific bug.

The actual fix to this underlying issue is for me to finish writing the
postgresql backend for the BTS which will cut down the load times for
these pages.

I'm not sure why the status changed. Maybe because the number of
kernel bug has changed, or you reboot the machine hosting
bugs.debian.org
Please comment if possible.
