Sorry. I don't understand it.

Are you asking me that I fill a bug against a package because FTBFS "before" 
upload it to unstable or "after" upload it and it failed?

Note that a couple of packages (mokomaze, soya) build-depend on the old
libode-sp-dev. Please file bugs with severity serious against those two packages
and make them block this bug.

Those two packages build-depend on a package that you have removed. So you can
file the bugs now (or when you do the upload, but there's no need to wait until
they "fail" because they are not going to build with the new ode version as far
as I can see).
