Its a little more complex as I thought first. Running systemd 
/etc/default/anacron seems to be ignored. Instead, 
/etc/systemd/system/anacron.service needs to be changed like

 ConditionACPower=false

with this change anacron runs even on battery.

Ok, that hint helped.

The problem is, that anacron does not run on battery by default (see Debian 
Bug report logs - #666390 anacron: change default ANACRON_RUN_ON_BATTERY_POWER 
to yes). As my laptop always runs on battery, anacron never runs.

What I do not understand is why it worked with my previous laptop, which was 
running wheezy. In the mentioned bug report it is said that anacron has always 
been configured to not run on battery.

Are you sure? I dont see why it should be disabled.

If I remember correctly, after installing cron-apt the file cron.d/cron-apt was 
disabled by adding .something. Instead a link can be found under cron.daily. I 
removed the .something from cron.d/cron-apt. So in principle cron-apt shoul 
now be run by two independent mechanism (cron.d and cron.daily).

One more question. Do you have this computer running at night time?

If not you have to make it run with a @reboot line in the cron file.

No, it is not running at night. It is a laptop.

I thought anacron would take care of that. Am I wrong? All my other systems 
are able to run cron-apt although they are not running at night. And I didnt 
add @reboot.

So, where do I have to put @reboot?

When I noticed, that cron-apt never runs I disabled the entry in 
/etc/cron.d/cron-apt and instead enabled the link in /etc/cron.daily/. 
However, this did not change anything.


By the way, I also have a script to update flashplayer, that also does not seem 
to be run:

root@lina:/etc/cron.weekly# cat flashplugin 
#!/bin/sh
test -x /usr/sbin/update-flashplugin-nonfree && /usr/sbin/update-flashplugin-
nonfree --install --quiet
exit 0

If it is not running something is wrong with the cron daemon. Is 'cron'
running?

Also do you have logs from anything else, maybe you do not have syslog
installed?

Please also note that by default it is just run once per day (night
actually) so you have to check a log of logs.

You can check the logs like this:
grep -i cron-apt /var/log/*

If you see any lines there it has been run.
