Hey,

I've added a new option to ignore errors that is accessible by using
'--apt' option. From now on, it is the default option for the apt hook.
When running without this option, almost every ([1]) error will return
appropriate exit code.

[1] Import errors and option parse errors will still return 0, so that
we don't break apt (we don't know yet if we are getting called by apt
hook or not).

I'm running how-can-i-help from cron and diffing the results. When
network is down, how-can-i-help can't access UDD and I end up diffing
the usual results with an error message because the error is printed
but the command doesn't return an error due to #747490.

I would like how-can-i-help to either ignore errors only when run from
apt/dpkg, or have an option to not ignore errors.

Personally I think there should be a new option to ignore errors and
the apt/dpkg config should use it. This is what #747490 asked for.
