Uploaded.  The issues I noticed can be fixed in the next upload. :)

I had to add a "(Closes: #812176)" that somehow was missing in this new
version.  Please check what happend to that part in the 2.2.3-1
changelog.

But according to https://mentors.debian.net/package/openalpr >,
there is no debian/watch file?  Also, lintian complain aobut
standards-version being old.
