After few system updates the issues was resolved. I believe that this bug may be closed.
The only thing which does not work for me in NM+OpenVPN is OpenVPN over OpenVPN. Somehow the second OpenVPN connection does not work at all. I will analyze the reason later. -- Best regards, Alexander Betaev
