Can you check the permissions via
getent passwd nm-openvpn
getent group nm-openvpn

ls -la /var/lib/openvpn/chroot/

Fwiw, I've tested 1.2.6-2 with a couple of OpenVPN servers and it works
fine here. So suspect something specific to either your system or your
OpenVPN configuration/that particular OpenVPN server.

If you know how to drive git bisect, identifying the faulty commit would
also help a lot.

Works fine here. when I try to start a VPN connection I get lots of
debug output.

A debug log from NetworkManager would be helpful as well.
