Not really. My new package is stuck in NEW [1] and it would make sense
to ask for a collab-maint access after the initial package is uploaded and
installed into Debian main.

In fact it would be quicker if you could advocate for me as described in
[2], but that is up to you. My alioth account is hosiet-guest.

I got to know the reason.
Manpage of dh_installdocs writes:

   debian/README.Debian
   debian/TODO
   These files are installed into the first binary package
listed in debian/control.

Remember the patch you changed the package order in d/control? ;-P

I'll fix this on next release.

Currently the README.Debian file is packaged along with `libshadowsocks-libev-
dev', which is not correct. This README file is meant to be read by the users
of main package, `shadowsocks-libev'.

Please consider moving this file in the next upload.
