The puzzle data is stored in a YAML file, and the software turns it into a printable jigsaw. This software makes it reasonably straightforward to create multiple jigsaw-style puzzles. I am the upstream author; I presented it at a TUG Conference a couple of years ago, but have not yet packaged it for Debian. It is now mature enough to release. There is no Linux package like it that I am aware of.
