May be that should be depends then or may be its a bug in apt-get
dist-upgrade. I did an apt-get dist-upgrade and iptables got removed
(after an apt-get dist-upgrade, lxc stopped working and looking deeper I
found bridge was not getting started and there was an error in
libvirtd). libvirt-daemon-system is installed.

libvirt-daemon-system recommends iptables since ages. Do you have
iptables rules defined? Please provide more logs and domain
configurations.
