This manpage is shipped by libarchive-dev:

  $ dpkg -L libarchive-dev | grep -F tar.5.
  /usr/share/man/man5/tar.5.gz

I recommend adding libarchive-dev to Suggest and the following text 
(shamelessly stolen from #662718) to the package description:


  The man page describing the tar(5) archive format can be
  found in the libarchive-dev package.

But this manpage (and file) don't exist in this or in other packages.
It seems that a lot of information (but invocation) is missing in tar(1).
