That, and cdlabelgen is mostly dead upstream.

You best bet is to convert your file to ISO-8858-1 using iconv in translit 
mode. I.e. something like:

 iconv -t ISO-8859-1//TRANSLIT -o outfile.txt infile.txt

I fed cdlabelgen a file name that contained an em-dash (—, U+2014). On
