Some further discussion about the role of this file is in #861218
(https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=861218#15 in particular).
Though, I haven't thought/researched much about how policy applies
in this particular case.

Sounds like a file that should not have been placed in /etc and
should be removed from /etc during upgrades.

It's not really clear that this file constitutes either a conffile
or a configuration file -- it contains information that is globally
true (not site- or host-specific), does not affect the operation of
a program, and is not intended to be modified by the system administrator.

failed to assure that it's also removed from the system:
