Yes, please upgrade to v238, try to reproduce your (libinput) problem,
if it still exists, file a bug report upstream at
https://github.com/systemd/systemd/issues
and report back with the bug number.

Well, if the issue is still valid with v234 or v235, upstream is happy
to review a patch.

You can either test on a sid/buster system or use the v234 stretch backport.

Such a change really belongs into upstream and should not be added as a
downstream patch.
