I logged into the BIOS and found a setting PowerNow Control was enabled.
I disabled it and the laptop powers down completely now.  The reboot is
working correctly too.

APM is obsolete - it could never work on multiprocessor or 64-bit
systems, and Windows 2000 made ACPI mandatory on PCs.

Laptop does not power down.  Screen stays on.
This was working in Debian 8.

This might be related to APM not configured into the kernel?

#grep APM /boot/config-4.9.0-3-amd64

This does not return any options configured into the kernel for APM.
I had a similar issue with a Dell Latitude D505
