Their source code is derived from the Quake II mod SDK, not from the GPL source release of Quake II, and carries restrictions that are certainly unsuitable for main/contrib and potentially also unsuitable for non-free (it is not obvious whether the "LIMITED PROGRAM SOURCE CODE LICENSE" is OK for non-free).
