I have no idea, sorry. You could mail ftpmaster and kindly ask them for
the reason or if you could help, but usually it resolves from itself
though sometimes some packages do take longer than others…

Asking them every week or month will be seen as rude, but asking them
once after two months is perfectly ok.

https://ftp-master.debian.org/stat.html shows that NEW is currently at
a peak (though it has been much higher before…)
