To provide a bit more reasoning for my change today, this issue isn't new to version 3.27 and shouldn't prevent 3.27 or 3.28 from reaching Testing. I think it is a huge waste of time to add the names of every person mentioned in the translations headers to debian/copyright and at any rate, it's not something I'm going to be working on right now.
