That probably means you have qt5-default installed.

Because there is no qt5 version of qtconfig. Yes, it's a bug.

I run a few Qt apps in the Mate desktop environment. When I run `qtconfig` on 
the
commandline I get:

qtchooser: /usr/bin/qtconfig

so the error message above from "qtchooser" is pointing to an executable that 
does
not exist in Debain.
