Unfortunately it would not.  Being part of the base system, debconf is
installed by debootstrap, and debootstrap's simplistic resolver
completely ignores Recommends.

Yes, no effect until the FTP masters change priorities.

Interesting corner case. Wouldn't setting Recommends: whiptail | dialog
on debconf fix this ?

This has been done in the latest upload, but

a) Priorities are set by the FTP masters, so the change has no effect.
b) It does not look quite correct to me.

does _not_ depend on it, so that it does not need to be installed in
build chroots which normally use the "noninteractive" debconf frontend.

For a usable debconf, you really need whiptail or dialog (or one of the
graphical frontends, but those have many additional dependencies and
require X).  See debconf(7).

Could you consider lowering the priority of whiptail from important to standard?
Packages using whiptail should depend on it and the change would help
keeping minimal systems clean.
