Found the problem
LC_CTYPE=ja_JP.UTF-8
fixes the input.

Requested solution:
The English UI package should not rewrite LC_CTYPE environment variable.
LC_CTYPE should be linked only to the keyboards/layouts/inputs installed,
not to the UI language.
