Sure it is.
You are allowing the co-installation of two softwares that can't work
together.

So this means you should add
Breaks: lua-torch-nn (<= whatever)
to lua-moses, plus whatever other package you are breaking.

It's unfortunate that before autopkgtest many of these cases were
ignored, but this is what you should be doing.

since the affected packages are maintained by me. This is not
a regression in lua-moses but simply an API bump.

I'll deal with lua-torch-nn soon, by updating it's function calls
related to lua-moses.

Dear maintainers,

With a recent upload of lua-moses the autopkgtest of lua-torch-nn
started to fail in unstable and testing. I copied the output below.

Currently this regression is contributing to the delay of the migration
of lua-moses to testing [1]. Due to the nature of this issue, I filed it
against both packages. Could you please investigate the situation and
reassign the bug to the right package? If needed, please change the
bug's severity as appropriate.
