The libmtp9 package does not provide udev rules nor run mtp-probe
AFAICT, so it should not Recommends: libmtp-runtime, udev.

That should be moved to the libmtp-common package, which provides some
udev rules that run mtp-probe.

I'd argue that libmtp-common should actually depend on libmtp-runtime
or subsume the mtp-probe binary since the binary is tiny compared to
the rest of the libmtp-common package.
