I guess I should mention that this problem has been seen on several hppa 
buildds (Helge Deller)
and sparc64 (John Paul Adrian Glaubitz).

The annoying part of the problem is the uploader sends an email about the 
missing signature
every 15 minutes.

That looks very likely a gpg problem.  Or a problem of whatever is
supposed to launch the agent in your setup.

I don't know if this is a problem in debsign or not but signing fails
randomly for some packages.  I have a feeling that the failure occurs
mostly for packages that don't take much time to build.

Here is an example from a recent metar build:

I did a give-back and metar was successfully signed:

The problem started around Dec. 15, 2018.  The hppa buildds generally run
current software from sid.
