can we please backport this fix to buster? This is a significant
behavior change (I would call it regression).

I agree, this behavior is not needed and causes too many emails to be sent to 
my root account.

I don't believe messages should be sent out if nothing actually occurred.

stretch to buster I start receiving SUCCESS letters.
