Given that this basically makes the package unusable, I'm bumping the
severity to RC.
The package should either be fixed or removed from testing.

Given https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=922061 , the
latter is probably more likely.

cgroup.max.descendants  cgroup.subtree_control  machine.slice

Possibly ctop doesn't understand the cgroup2 unified hierarchy?
