I missed the message that gave a go ahead. Today I rebuilt julia with
libgit2 0.28 and realized it was already passing. So I will upload
libgit2 to unstable now.

Is there any intent to start the libgit2 transition soon? If not, I'd
like to start an other transition, but I don't want the two to intermix.

With only libgit-raw-perl and julia remaining, which aren't key packages have
one and none (resp) rdeps, and with all the time that has passed since their
bugs were reported with no action from the maintainers so far, I think we can go
ahead with this and have those removed from testing if necessary.

Hello release team!

I'd like to request a transition slot for libgit2.

libgit2 0.28 is in experimental and ready to start the transition from
0.27 in unstable.

I've rebuilt the relevant reverse-build-dependencies from unstable. The
following succeed and can be binNMU'd directly:

  calligra cargo fritzing gall geany-plugins gitg gnuastro horizon-eda
  libgit2-glib ktexteditor kup-backup rust-libgit2-sys

The following packages have fixed versions in experimental:

  * python-pygit2
  * ruby-rugged

The following fail, but probably just need to be bumped to the latest
upstream version:

  * golang-gopkg-libgit2-git2go.v27 (#931697)
  * libgit-raw-perl (#931695)

The following fail, and probably need more invasive changes such as
upgrading to the new API:

  * julia (#931693)
