tried version 6.0.0-1 from experimental and problem is solved.
if i'm not mistaken, it was fixed upstream since 5.9.0
(https://bugzilla.redhat.com/show_bug.cgi?id=1760233#c8 ).

using openrc, elogind with MATE.

Searching the web led to a suggestion this is from libvirt not realizing
its on a systemd machine and trying to use non-systemd cgroups. (It
should be machine.slice under systemd).

Installing systemd-container, making sure it was started
(machines.target and machine.slice, though maybe that'll happen
automatically --- certainly should on reboot), and restarting libvirt
fixed it here.

I’ve had to downgrade in the meantime, since #935734 at least
has a workaround.

FWIW, the GNU Guix people have the same problem, and with a
different path, others:

I have this:

cgroup2 on /sys/fs/cgroup/unified type cgroup2 
(rw,nosuid,nodev,noexec,relatime,nsdelegate)
cgroup on /sys/fs/cgroup/elogind type cgroup 
(rw,nosuid,nodev,noexec,relatime,xattr,release_agent=/lib/elogind/elogind-cgroups-agent,name=elogind)

So, s!/machine!! on the path would most likely make it work.
