With upstream no longer permitting download of the databases without signing
up for an account, this package is no longer usable out of the box, and
doesn't contain pointers to what needs to be done to make it work.

Suggest including in at least the README, if not a NEWS item, a link to
MaxMind's instructions on how to get a (free) account to use with this tool
so that the databases can be downloaded:

Also, since the /etc/GeoIP.conf file will now generally include an account
ID and token, it probably should no longer be auto-included in bug reports,
unless those values can be automatically scrubbed out.
