The `mk-sbuild --type=file` command creates a chroot in the form of a compressed tar archive. The root directory inside the tar is owned by the user that ran mk-sbuild, but should be owned by the root user. This appears to be because mk-sbuild creates the root directory with `mktemp -d` without using sudo.
