this package causes trouble, due to occasional test failures, on all sorts of automated build/test infrastructures: https://bugs.debian.org/846667 Upstream seems to be inactive for many years, popcon is very low, it's a leaf package, and it seems nobody complained that we did not ship this package in Buster.
