The workaround of commenting out the line CipherString = DEFAULT@SECLEVEL=2
in /etc/ssl/openssl.cnf or in a local config works. However, this uncovered a bug in fetchmail which deserves to be set as grave. In fact, fetchmail should report this problem with a mail to the user saying that connection to the server is not working, as normally done when such problems happen, followed by a new email saying that connection has been reestablished.
