You're coorect. This has already been fixed in the Git repository of 
mailman3 package and is pending an upload:

Hi,

according to upstream, the following two cron entries should be run
daily as part of mailman3 but I fail to find them in the Debian
package:

mailman digests --periodic
mailman notify

This could be e.g. achived with a mailman file in /etc/cron.d/ with
@daily mailman -C /etc/mailman3/mailman.cfg digests --periodic
@daily mailman -C /etc/mailman3/mailman.cfg notify
