Yes, this had already been reported on IRC by Niels Thykier, and fixed
on git. :)

the manpages for dpkg and dpkg-trigger contin a substitution
variable %PKGDOCDIR% - possibly this should have been replaced with
/usr/share/doc/dpkg during build but this didn't happen.
