Since this is not a file that is normally shipped with Debian - at least
I don't see it in the archive - I guess it has been created by you.

In this case, I guess the bug should be closed.

Thisis by no means a KDE bug but some configuration issue, as you just
discovered by removing that file. I sincerely don't know if it should
be reassigned to some X package or not
