I'd certainly prefer not to hard require PROJ >= 8.2.0, but I don't see
a good way to allow that without a lot of conditionalisation on PROJ
version.  It's not just the C code - there are some differences in
the testsuite due to things like newer PROJ correcting for the vertical
datum and older PROJ not.

Maybe bumping the upstream minor version for the PROJ 8.2.0 compatible
version would be a good approach - then people who don't have easy
access to PROJ 8.2.0 have an obvious older Survex version to use, and
any important bug fixes can be backported without having to add an
extra version component.
