You mean the Installation Guide, not the Release Notes.

It looks to me as if this needs "(and) then" before "install", among
other fixes.  For instance, footnote 3 is:

which is probably trying to say:

followed by mkdosfs /dev/sdX1. On a really blank medium, this doesn't
work since install-mbr does NOT create a partition.
