Dear Maintainer,

It seems that this bug is due to an incompatibility with deluge 2.0.3 and
python3.8 and newer. This bug is already "fixed" in deluge git since 2019.  It
would be nice to cherry pick this commit in order to have a working deluge in
bullseye.
